I feel Rahu has to be benefic in 7th, 9th, 10th or 12th house to keep the native abroad for lifetime. If this is not the case, Jupiter should be strong and unafflicted - this counterbalances a malefic or weak Rahu, since Jupiter too is a signifier of foreign travel and residence.
Apart from this, 4th house and its lord should not be too strong.
12th house and its lord should be strong and unafflicted in order for the native to stay abroad and emigrate for life.
If any of these 3 conditions is not present, the native may not go abroad, will face problems during foreign residence or will return home.
If the Dasha of 4th house is operating and 4th house or its lord is strong, the native will return home or will not travel too much.
In fact, for going to a Western country from India, a benefic Saturn can also be helpful. A malefic Saturn can make the native return from the West.
In the chart cited, Rahu is not benefic in 7th, Jupiter who happens to be the 12th lord too, is afflicted and aspects the native in its debilitation house and the12th house doesn't get a strong benefic aspect from any planet. Ketu opposes foreign travel and this native has a malefic Ketu in Lagna.
A weak 4th house lord will make the native travel and go abroad - he went abroad when Jupiter aspected its own 12th house in Gochar.
But the conditions cited above in his chart will make the native face problems in staying abroad and will ultimately make him return home. The moment of return will be dictated by the Gochar - any time when there is a strong benefic aspect on 4th house from any planet, or during Mars Dasha.
In order to stay abroad, the native should strengthen his Jupiter.

If we are taking Jupiter's aspect on its own 12th house as benefic for going abroad, quite obviously, the reading for the 4th house in the same period won't be for returning home - this makes no sense. If one has to read the 4th house signification in the same period, one has to go deeper into the native's life to see what other signification of 4th house came into play at this time. You can do this exercise if you like.
Similarly, if Jupiter is giving benefic effect of 12th house in a period, we shouldn't take the negative signification of excessive expenditure for the 12th house in the same period - although going abroad can sometimes cause excessive expenditure as well.
It goes without saying that we have to see which of the significations for different houses and planets, when synchronised with Mahadasha and Gochar, make sense. Everyone reading charts does this and I'm sure you do too - that's why you wrote in your list of conditions the 12th house as a factor for going abroad, not for excessive expenditure.
When I synchronise these signfications I can see that it was Jupiter aspecting 12th at that time who sent this person abroad and it is Rahu malefic in 7th who has been creating trouble for this person in staying abroad.

I was reading about this exact case of return to homeland a few days back.
The suggested method was to time as per the transit of 8th lord wrt the 9th and 12th houses in D-4 Chaturamsha.

(details of horo as the example are sep 18, 1981, 16:12:27 or 4:12 pm and 27 seconds)by rectification - chandigarh, India
But question is more generic: what to look for to predict a permanent shift back to homeland?

Just a small note: I have seen charts with a strong Rahu in 4 giving permanent residence abroad, multiple own houses abroad and a strong support from the mother as well.
And one question out of curiosity: the person's chart and the planetary transits will change depending on the person's new location. Do you take that into account as well?

I disagree with the blanket statement that "Ketu Opposes foriegn travel". I travelled and stayed abroad for 18 months during my Ketu MD and 1,4,5 lord's AD's.Of course ketu is associated in 6th with my 9,12 lord Jupiter.Ketu Rahu in 6-12 axis in my case.

Thanks for the inputs f2f...Also apolosgise for deviating off-topic but i was reading ur comments somewhere on this forum that dashas shows timing of events promised by the natal chart and good events may happend even if one is running a bad dasha sequence provided there is inherent strength and i agree. I also happened to look at ur chart again and see that 10th lord is strong in MT sign aspected by the 11th lord ..how wud u rate ur career thus far..i also see that u may not run Venus MD at an appropriate age and the present Rahu is followed by the malefic 12th lord dasha..But 10th house and lord is strong , so how will this come to pass ?

Good analysis fliud2finance. I was also contemplating BAV analysis something along these lines, but was confused when it came to predicting how AD's would act when their BAV's where more than MD lord's BAV.
I'm giving 2 examples of AD and MD . 1st - I'm running Venus-Mars now, Venus has an AV of 5 and Mars 4.Mars is my lagna lord (Aries) placed in Scorpio (8th house)..venus in Taurus in Mars Nakshatra (2-7 lord in 2nd).Mars has very high Ishta pala of 40 odd,while venus has around 34 with kastha pala's very less for Mars and little higher for venus. Does this mean Venus-Mars period will be good wrt 2-7 and 1-8 significations?

However is there a way to assess what significations/functions will have problems to deal with? For eg my Jup lords 9th and 12th , placed in 6. I got a abroad/foreign oppurtunity to UK during saturn(exhalated and retrograde) mahadasha and saturn antardasha and I am here in UK till now.I am not sure when I will be back but astrologers says that I will not be coming back to India until and unless I think of coming back.

According to your quote, if i look in my birth chart,also usual indicators of a long term residence abroad :-
1) connection between Lagna lord and 12th
2) connection between 12th and 9th house/ lord
3) connection between Lagna lord, 9th and 12th is most ideal
4) connection between 4th with 12th
connection can be conjunction (same house) or mutual aspect or rashi interchange or nakshatra interchange

In my D1, LL and 10th lord (Mercury) is conjunct with 2nd and 9th lord VE (retrograde) in the 12 house. 12th lord is in 11th and 11th lord is in lagna. 4th and 7th lord JU vargottam in the 8th house, aspecting the ME VE combination. I came to US 7 1/2yrs back for my Masters (MBA) and have been here ever since. Also been trying to relocate back home for the last couple of years but efforts in that direction have always stalled for some reason or the other. Wondering if this is never destined to happen...
