After the discussion based on the slokas see some impressions and conclusions that come out as given below, but may not be correct 100% (as I have not verified with many charts)...

As per desh kall patra, is it necessary to de-classify planets as malefic, benefic?
Rather, if an issue like say prospects and extent of raise in career is to be examined, treat it like a play, in this if all participating relevant planets are strong, one can give success otherwise no....
As you mentioned for example, the business men, notice all planets who lifted him are Rahu, SAT, SUN....
The point is, in this kaliyuga, many ask questions about success in education or career etc. Normally astrologers go by traditional classifications and treat some (SAT etc) are malefic (for no success) and some are benefic (for success) and create biased picture in mind while examining a chart..
In reality, we see that people who are academic (JUP) they settle in jobs like teaching or priests (which may
be top jobs in earlier days) Whereas people who are strong leaders, managers, millionaires, even scientists, engineers... raise because of strong SAT (work, discipline) OR MARS (competitive) OR manipulative skills (Rahu), may be Merc associated with these malefics (for shrewd and decisive power)... and all these qualities are required as per Desh, (present) Kaal (present)... [they also represent technical fields as per present Kaal, and many families I notice younger ones (Mars) are more active/stronger, luckier than elder ones (JUP)] whereas planets like JUP, Venus are somewhat soft... (there are many cases, where people successful in education in the first half of life, end up as Govt./Bank Servants or a lecturer whereas people who are poor in education, raise to manger/big business leaders in latter part of life).
Hence for looking for higher raise, first one has to check strength of SAT, Mars, Rahu and houses 3,6,10,11 (upachayas) as per Desh, Kaal....
Take for example, someone is lucky with good 1,5,9 houses and JUP. They born with silver spoon in mouth.... now unless strong SAT (effort), Mars (motivation, competition) Or Rahu (manipulative, manage things), to some extent Merc (for intelligence, shrewdness and decision power) that luck would not sustain for ever...... over and above, if Ven is strong, He only enjoys/consuming whatever existed due to father (9) or Poorva Punya (5) and become flat soon....
So, MAY BE better (alternate) way of looking a chart is;
1) look at strength of 5,9 JUP for less effort and easy raise at the same time (2) below
2) then strength of SAT, Mars, Rahu, Merc with these malefic....strong 3,6,10 AND all these must have
connections/ give support to 1,5,9 and JUP for sustaining 1)
because even if (1) (luck) is not strong, there is still some hope for raise by self-efforts.
3) if 1) and 2) are average or not sufficient to raise/success, look at strength of 8th and 12th. Though they may cause hurdles, set-backs, losses, the more stronger (aspected by strong and positive SAT, Mars, Rahu or malefic Merc) the better chances of coming out of them...
4) if all 1,2,3 are not so good... a weak luck (5,9, JUP), a weak SAT,Mars, Rahu (less inclination for sustain and stand-up) and weak 8,12 (no coming out of mess)... then only God can save...

Note:
So, what is the difference between a big raise in life by strong JUP/VEN or by strong SAT/Rahu/Mars?
