Are Vedhas applicable to the natal chart ?

For example, I am scorpio lagna and my ascendant and 6th house lord Mars is in 11th house Virgo. It causes a Vedha on Mercury in the 10th house which is the ruler of 8th and 11th house.

Does it mean that my Mars is obstructing Mercury ...
