Dear Srikanth,
I'm not aware about JHORA software but there are some websites where you can put the birth details but they don't specifically mention Daylight Saving Time...so I'm not sure about that. But if I have to give the time to a local astrologer then also should I mention the Daylight Saving Time?
Thanks

Horoscopes based in birth in other countries involving timezones and daylight saving times - should be done using a proper software.
I highly doubt local traditional astrologers can get this computed properly.
The online ones - if they display and use Place of Birth and timezones, daylight saving settings - then you can safely use it.
I would recommend you Google JHORA download and then from the links provided, download for free the full installation of JHORA (around 50MB).
Hope this helps
what would be the current time-zone of France?
Jhora shows GMT+2 for current dates ( and has day light saving stated by the side of time zone).
do we take it as is or need to manually correct it?

Your question got buried by subsequent posts.
Anyways - Given any place JHORA does a good job of setting the DST flag based on places
for the current date and time context.
But on the flip side - I've noticed time and again that JHORA (probably due to the underlying DST library)
is unable to properly reconcile DST in the historical perspective.
For example while charting Dominique Strauss Kahn chart
Dominique Strauss-Kahn April 25, 1949, 11.10 a.m. Neuilly-sur-Seine, France
JHORA by default display DST and +2 hours as the offset.
If we visited the timeanddate.com website and use Paris as the reference (since this place Neuilly-sur-Seine is not listed) - 1949 has no DST. actually it doesnt start until 1970s.
In this case it should be +1 hr if at all, and then the Ascendant aligns with Cancer.
+2 for this time puts it at Gemini.
As a rule of thumb - any historical dates in western worlds - I check about 5-6 places for DST.
For places like Asia or India specifically there are other problems (Timezone itself, Local Time etc.,) but no DST.
Hope this helps
Shrikanth
Thank you.
The Dominic SK discepancy did made me read a lot on this subject.
Yes you are right....JHORA will do a good job for recent date of births whihc came into existense after the DST was implemented.
before that we have to review and correct manually.
Another strange anamoly is Pakistan whihc before 1947 was on GMT+5:30
and after aug 1947 in on GMT+5:00
so imagine a guy born in 1946 at a location in pak will have a diffrent time zone from one born at the same location in 1948
