degree of exaltation and debilitation

Dear astrologers:

These are actual statements from one of the astrology sites.
Jupiter is exalted in Karka upto 5 degrees
Venus is exalted in Meena upto 27 degrees
Mercury is exalted in Kanya upto 15 degrees
Saturn is exalted in Tula upto 20 degrees
Sun is exalted in Aries upto the 10th degree
Moon is exalted in Taurus upto the 3rd degreeIn the 3rd degree he is in deep exaltation
Mars is exalted in Makara upto 28 degrees. In the 28th degree he is in deep exaltation

It also says that the exact opposite sign with the same degree would be the debilitation sign. It also says that after that degree, the debilitation will not be there though many astrologers consider the whole house to be debilitated. Fir eg. Moon at 20 degree for eg in vrishchika is not debilitation for moon according to them. Is it right.
