A planet debiliated in navamsa cannot give good results, if it was good in rasi chart it will give average results. During a bad transit this may give some very bad results as debiliated planets in navamsa show lack of certain innate qualities, lack of God's blessing. They also point to some bad karma. I have personally experienced this.
In astrology you do not have everything in black and white, there is a shade of gray as well, that is why it is not regular science. 'Useless' is not appropriate term. It may not make you a beggar but it will not make you a king either. Prayer helps when nothing works. If you have not received God's blessings from past birth you can still ask for it in current birth.
One thing special about debiliated plantes is that they have a potential of generating income. It is said that in kaliyuga debiliated plantes give money.
