Chances of success in Govt Job(IAS/IFS/IFoS) ??

Is there any chance of succeeding in UPSC Govt jobs(IAS/IPS/IFoS/IES) in this chart ??
I was qualified in prelims this year but due to some sudden circumstances related to health issues couldn't appear for 2 papers of mains!!!

I have faced such sudden setbacks in almost every career decision i've taken so far and this really makes me ponder over my future!!!

If possible kindly have a look in this chart and suggest whether should i pursue preparation for such high level govt jobs when destiny itself is not supporting .... In 2019 and 2020 i'm also appearing for Engineering services(IES) conducted by upsc

Ideally i should have been a 2013 graduate but flunked a year again due to health issues and finally graduated in 2014 ..... So far no respectable job, only here and there earning meagre amount for sustenance

Also kindly suggest which career direction i should proceed now to at least have neutral luck factor if not positive luck
