His lagna is simma and rasi is kataga. his venus is debilitated and with ragu and mars which is very high dosha. only later part of life will be good. chances are he is in many relationships with wrong people and nothing will amoount to marriage.
lagna lord sun in 12th house means he will lead luxury life and spend money on comforts. 7th house is seen by sani, 8th house and 2nd house have ragu, mars, ketu. so late marriage is unavoidable.
so late marriage will be best and later life will be good.

Will they get married as it's arranged marriage proposal from girls family. The girl seems reluctant & confused but the boy is interested and waiting.Should he keep any hope? Girl's family is very interested.

Native is too fussy or judgemental when it comes to women, Venus is in Saturns Navamsa so surely shows delay. Ketu argala on the 7th house again shows delay or disinterest. Jupiter aspect on the 7th gives hope. At age 42 Native will get married.
