In her chart 7th lord mercury is sitting in kendra with sun and exalted venus. So i think that placement of 7th lord is not bad (Not in dusthana or in debilitated ). So what can be the cause of delay in marriage?

I also see a debilitated Mercury in the house of a Jupiter who is also debilitated, right?
And the native is running Mercury Antardasha.

Your sister has Dhanusu lagna and Simma rasi. Your sister has retrograde Venus, Saturn and mercury. Debilitated Mercury, Jupiter and Venus exalted with digbala in 4th house. mars in own house. There are too much of intense energies and past karma that she needs to cleanse which will make her go through mental frustration. She has to go through all the mental torture to come out of past karma and get happy life.
