Is the conjunction of saturn and moon always bad?
Or sometimes it can be good as well.
I have heard that it is positive in 11th house.
Is that true?

Saturn’s association with the moon is mostly malefic, as Saturn being a first rate malefic badly afflicts the moon. The most common and evident symptom of Saturn and moon conjunction is melancholy, depression or in worst cases derangement. Moon is the natural significator of the mind, and affliction by Saturn leads to coldness, introversion and a sense of hopelessness. Furthermore Saturn moon associations by conjunction or aspect is a major cause of renunciation and non marriage seen in the charts of most renunciates, saints and bachelors. Saturn moon associations go by various names such as Punarphoo, Nishturabhashi and Visha yoga. Punarphoo is typically used in a marital context, wherein marriages are inordinately delayed, broken or even denied. Nishturabhashi means one with a harsh tongue. Saturn moon conjunctions and association may be somewhat less malefic if both Saturn and moon own good houses such as an angle or a trine, furthermore, Moon in the houses of Saturn reduces is said to be better for the association as Saturn’s malefic tendency reduces in its own house.
11th house conjunction is excellent for Mesha lagna, the 11th house is the moolatrikona of Saturn i.e Aquarius, Saturn also owns the Kendra 10th while moon owns the 4th Kendra.

Exaltation of Moon is not relevant in the conjunction; Saturn is the malefic that afflicts the moon. It is said that the best place for Saturn Moon conjunction is in Makara or Kumbha or when moon in these houses is aspected by Saturn.

Saturn Moon conjunctions/ aspects are generally problematic like what you have called as perpetual sadhe sati, however like all planets if Saturn and Moon have lordship of good houses, the maleficence is reduced.
In case of Tula, A beneficial yoga is formed for thula lagna as Saturn becomes a yogakaraka and moon a Kendra lord, Similarly for Mesha lagna Saturn owns the important 10th and 11th Houses while moon owns the 4th and Tula becomes the 7th H, a benefic Kendra. This indicates a huge amount of wealth, and conveyances. If something is gained, something must be forsaken, Saturn is in maranakaraka sthana in lagna and Saturn in the 7th house can be problematic for marital ties.
More Mesha lagna, the Saturn moon conjunction in Kumbha would be excellent. Saturn moon conjunction in makara for Meena lagna is beneficial too. Shri BV raman mentions that Saturn moon conjunction in the 4th house gives wealth.
