It seems to be that Saturn is controller of the AYU yogas (alpayu, madhay, purnayu) as those are calculated as upto 32 years, upto 64 years, over 96 years which the same year periods in which completes its cycle of all signs. I doubt that all the rules creating AYU yogas are Saturn related (or are they?) so how does Saturn fit in?
