Can all planets be activated during a Mahadasa or Bhukti?

Dear All,

It is my understanding that during a mahadasa/bhukti the relevant signs and planets will be activated.
Eg Moon/Sun placement Leo/Cancer houses and planets within.
It is also said that any nakshatras owned will also be activated
eg : Krittika 26°40 Aries – 10° Taurus... Rohini 10° – 23°20’ Taurus...Uttara Shadha 26°40’ Sag – 10° Cap
Rohini 10° – 23°20’ Taurus... Hasta 10° – 23°20’ Virgo.... Shravana 10° – 23°20’ Capricorn

If you have several planets in leo/cancer and the rest in the above nakshatras then do all planets take effect?
Is this common?
what will be the subsequent outcome?
