Hi Fischer,
First of all, is your birthtime very very accurate? All of the following is only true if you have the correct time to the minute.
Your chart indicates a possibility of delayed marriage only after your early to mid 30s. However between 2009 and 2012 was a good time to get married. Are you currently married?

Your 5th house of college education is ruled by a debilitated Mars. However since mercury is in the 5th house along with venus, you would have had an aptitude to learn.

Coming to higher education, the answer is DEFINITELY YES. Your 9th house is ruled by Jupiter, who is with his great friend in the 2nd house. However, since jupiter is conjunct with Saturn, it may have delayed higher learning for a while, since Saturn is a slow moving planet and slows everything down. So, if you are inclined toward higher education, you will definitely have the opportunity to learn. Whether your degree will be a technical degree like Computer-related, engineering or science-related is hard to say. Possibilities are there, but since mars is debilitated, I am not so sure. However, if your heart is set on a technical degree, I would say go for it, because Jupiter is conjunct with rahu and that drive will pull you through.
If you are thinking of doing MBA or something like that, then definitely there are chances for doing that.

As for finances, I am not seeing any grave difficulties in the future. Psychologically speaking, moon being conjunct with ketu may cause you some mental distress and anxiety about life in general, because moon represents the mind and ketu is known as a "headless" planet.
