birth time rectification.. plz help

Hi-

I need birth time rectification for this person. She says she was born between 12am and 1am but is not sure of the exact time. Her mother had told her 12.48am but then thought that might be her brother's time so was not sure as they were born around the same time. I had put this time into JHora with the rest of the info but am not sure if it's entirely accurate.. I've decided to post here for confirmation.

Birth details:

18 October 1983
Between 12am-1am, possibly 12.48am
Exeter, California (coords: 119 W 8'34, 36 N 17'39)

Life events:

Married on Aug 8, 2009; her husband is foreign but they are same religion; met her husband in late 2004-early 2005 (cannot remember exactly when); received AA degree in mid-2007; works as a daycare teacher; has 1 younger brother; father passed away Jan 22, 2008.

Please let me know if 12.48 is correct time based on these events or if it is some other time.
