I noticed in the forum, a lot of times being passed to me for chart erection, the Ascendants as indicated by the querist do not agree with the Ascendant the software has computed.
Some software can use the longtitude and latitude and convert it into a time zone required. Other software can use the time zone entered. We classify them as set of software (A).
The other set of software (B) uses the time given to do the birth chart setup. The trouble is the time entered can be faulty because :
(A) It is not through the birth chart. Mabye from word of mouth of the parents, for example.
(B) The time given even if official, like found in the birth chart, can involve daylight-saving time. This applies only to countries that are away from the Equator.
(C) The time given even if official, can be such that due to historical or other reasons (mabye cultural, mabye folklore etc.) it has always been like that and does not follow the international time zone convention.
In such cases when the birth data is passed from one person to the other in this blog and one uses software set (A) and the other uses software set (B), there would be bound to be a difference in the chart erection.
In such cases, it is better to do the followig :
(1) If the software you use can use time zone or manual time, choose the time zone option.
(2) Otherwise adjust the time until it tallies with what you know about the person especially if you are quite close to the person and you know him quite well. The other reason could be you have given a chart reading of the person before and what you find out dovetailed with the character of the person which you interacted with him since the chart reading.
This point just described also applies if the person happens to be yourself. One knows oneself best. In this case however, there is no prerequisite that you know astrology and have given a chart reading of yourself. One automatically knows oneself whatever the circumstances.
(3) If (1) is too difficult for you and (2) does not apply to you, then there is no choice but to use the time option. The official time should be the best in this case ie. (B) and (C) above. Now that we are in the 21st century where the international world order is highly developed, it is not likely that there are many countries (or parts within a country eg. India) whose timing still does not follow International Time Zone convention.

what is the correct time of birth ?.
There are different opinions as to what time should be taken as time of birth, Whether when any part of the body comes out, when umbilical cord is cut, or when the first breath or cry taken,. Some times there can be a good gap between these statges as the doctors have explained.
Before 1980 ,watches were not very common and large numbers of deliveries were carried out at the residences by mid wives ,many of whom were illiterate or semi-literate and not necessarily having wrist watch either . More over before introduction of electronic watches and radio or T.V.becomming popular ,difference in times indicated by different watches was a common feature.
Even in present times, the doctor is more concerned with the safety of the mother and the child and in those cases where some complication is apprehended, the attention of the doctor would be engaged in attending the mother and the child ,rather in completing formalities of noting times, thus a difference of few minutes can occur and particularly in those cases where surgical exercise has been done.
Other wise also ,inmost birth charts of those born in small towns or in rural areas, the birth time is given in round figures as 3;40 pm or 8-20am. In such cases problem . in particular arises when ascendant is changing within a few minutes of the reported time
Besides the given time, there are differences in the ascendant tables used and so is the difference in the softwares available in the market as well.
Suppose some child is reported to have born at 11-30am on 30th Dec 2010. A very popular local Almanac shows Aquarius having ended at 11-29 am, one soft ware using Lahiri ephimers indicates Aquarius 280-58’ and those using south Indian system and Rama’s ephimers . will report Pisces 10 -25’.
