Sun and Mercury ,as in your query have double roles , one as Sun and Mercury planets ,and the others as lords of different houses and the house occupied , because the strength of a planet is of prime consideration in any astrological exercise,
Sun with Mercury constitutes Budh-Aditya Yoga in two forms a) Nipun Yoga- when Mercury is with in combustion range and gives skill and proficiency and intelligence 'b) Madhuriya Yoga- when Mercury is a bit away from Sun - gives pleasantness.
When Sun as 8th lord joins Mercury as 9th lord it is also a yoga and results will depend upon the sign in which these are placed and influences subjected to ,
But despite Yoga formation, the basic character of Sun spoiling the Krarak of the Bhava it joins m the cousins are bound to suffer

It is a rather common Yoga actually makes a person sharp-minded and clever in dispensing day-2-day functions.
It's affect specifically would depend on whihc house it is getting formed in.
