@kannan, I did verified again in Kpstarone as well as astrosage.com and I'm getting mercury as 7th Cuspal Sublord.
with regards to 4th step negating the event... then here are example to help you.
if the 3rd and the 4th step, completely denies the event then only it will not happen. For example... if on 3rd step if it signifies 6 and 10 and on 4th step if it signifies 1, then the event in this case marriage will be denied...

As per traditional school ,very long delay seen.Marriage is in between 21-6-2029 to 28-8-2029[saturn-sun AD].why mercury not capable is-he is not in Ma-sun-moon-jup navamsha's.Hence weak in giving the marriage event.Mercury in natal chart neutral.Mars-sun-moon-jup are powerful in giving the marriage event. In natal chart , 7th lord Mars with ketu and in amsa chart mercury is with ketu.so mercury wont give marriage.If my memory is right means , i have already answerd this question of delay marriage a few days back.

The obstacles to marriage which I can see are family issues and stable job for me.
For family related issues, I live in a joint family. Other than me and my parents, there are two uncles who are bachelors and there is another person being kept by one of my uncles as servants, that guy is of my age only. It is not a very big house.
For job related issues, I completed my M.B.A in 2015 with Finance, but started doing a job as a customer care executive, which is not my domain and the salary is also not much. So I am looking for a job change, where I will get a hike. But that also is not happening.
When I will get a stable job with good salary and will I be able to start a family, considering the complex sitiuation that is prevailing currently in home? Also I would like to know, whether my wife will be in any kind of profession?

So, kindly consider validating and appropriate remedial initiatives.
On the sidelines, it would make sense for you to consider practicing Yogasana/Meditation/Pranayama to improve an ability of focusing your mind, instead of letting it run wild with imagination, as also make friends and stop being a loner (in case you are).

So how is the condition of Rahu in chart? Also, how would the transit of Rahu and Atichari Jupiter impact my overall luck? Currently I am 100% focused on profession and growth in profession. As I am not getting much luck in improvement of conditions in house, mother's health and marriage.

Suggest you to wear a green emerald/sapphire ring (on the little finger)/pendant set in gold (back of stone open to skin) to improve your chances of marriage. The current year and the next are both good for the event.
Happiness from marriage may be a little difficult but not impossible. Depends on how the two of you adjust.

W.r.t the above, this person is running the dasa of Jupiter since 2009. Jupiter is in the nakshatra of Moon and hence the same is activated. Moon is very close to Ketu forming a Grahana Yoga. This makes the mind unstable and irritating. The next dasa of Saturn will continue to activate the Moon. A shanti for Moon and Ketu is needed for that person but at his age I am not sure he will even agree to do so. Choice is left to you.
