Difference between ecliptic plane and zodiacal plane

In the article by PVR Narasimha Rao on the Tropical and Sidereal Zodiacs and Pushya Paksha Ayanamsha he says that “Though people speak of ‘fixing’ Spica at 0Li0, we actually can not fix Spica there, for it does not even lie on the ecliptic plane or the zodiacal plane! … A star that lies right on the zodiacal plane is a better candidate for being the ‘anchor’ of the zodiac.”

I have learned that Zodiac is a celestial belt that lies 8 degrees either sides of the ecliptic. so if star spica lies 2 degrees south of ecliptic. then it should lie inside the zodiac right? then why PVR Narasimha rao says that the star spica doesn't lie on the zodiacal plane?
