The 7th lord of the Rasi chart is Mars which occupies the 12th bhava in the bhava chart. In Navamsa, the Lagna is afflicted by the 6th lord Sun and Ketu as well as being aspected by Mars. The 7th lord of Navamsa is also afflicted by Saturn, Mars and Ketu. The 7th lord is also the 4th lord of Navamsa.
All these indicate that the married life of the individual may not be happy.
Still, the next dasa of Mars starting from end June 2025 could bring about marriage. However, since in the girl’s Rasi chart Rahu is aspected by Mars and it occupies the 5th Bhava in the bhava chart, it constitutes a Sarpa dosha and a Sarpa Samskara puja is needed to be done.

The Libra sign ascendant chart has some difficulties related to marriage lords so there will be delay and obstacles. So match charts properly before getting married. Timing requires more time, efforts and in-depth study.

All said and done, I think the current time is as good as any to push this agenda and make something meaningful happen. Further, it to make sense for the individual and concerned folk to be a bit more flexible, cautious and open/acceptive of unconventional alliance/relationship. Request you to kindly bear with me, if I am a bit skeptical with continued delay and in-action, in which case, the situation could start tending toward denial.

This seems to enforce my concern and makes me wonder about the support structure or lack of, that has contributed to the current situation and what might be changing in the immediate short/near-term to help the individual fulfill her desires in this area.

I'd encourage you to re-read my post and make an attempt to understand what has been called out as a challenge.
