One planet acting like another in close conjunction

Is it possible when two planets are in close conjunction, one planets acts like another ?

For eg, Saturn (29º) and Mercury(24º) are in first house. Saturn has aspect on 3rd house of loss of comforts. During Mercury dasa, the native experienced Saturn aspect's effects of loss of comforts. Is this possible ?
