Request for Birth time rectification

Husband Details: August 1, 1988 10:10 AM, Chennai
My details : September 18, 1990 02:45 AM, Vellore
Previously in one another question , i had asked in the forum, joyd has mentioned difference in birth time is rectified by him. Here is the thread link

Can you please tell on whose birth time needs rectification? and also can the birth time be rectified.
