The 7th house in the Rashi and Navamsa chart is aspected by Lord Shani indicating delays. the dasha of Shukra should give you marriage since he is in the 7th house from the chandra lagna, but he is debilitated in the Navamsa which is the cause for the problem. but I still feel in my humble opinion the pratyantardasha of shukra from nov 2010 to June 2011 should give you marriage.
