Yes he is exalted, But Lord Shani in the 4th is not a Good placemnent because he aspects the Moon and Lagna. all things being equal, he owns a Maraka and a Dusthana house, so he is going to give you exalted problems in line with the significations of the two houses he owns. and take it from me , there should be no Malefic in the fourth as this is the seat of happiness.
the 11th lord in his Moolatrikona sign in the 4th is a Raja Yoga in itself. More over there is a Parivarthana yoga between the 2nd and the 3rd lords. what this mean's is that with due application of skill and perseverance (3rd house) you can generate wealth (2nd house).

When I mean exalted problems I mean, a problem, where you have the resources to solve the problem. In case of a debilitated Planet, he will give you a problem which you will not be able to solve because you will be denied the resource you need to solve the problem, In a Neecha Bhanga situation the resource will come at a much later date after some suffering. For example, let's just say you have a ulcer which is about to rupture, while you are on tour to Hongkong and say you are rushed to a hospital where a world famous surgeon is practicing, you end up getting the best medical care , but the fact that the ulcer existed in the first place is a exalted malefic's doing, non the less you get away with the problem with relative ease because of the planets exaltation.
and Riya , never should Lord shani be weak. It's best when he is exalted. and the best lagna is Tula with him being in Tula.
