Hello ,
I am very close relative of him , right now or even previously he had no earnings , had a job June 2016 back and left it after working 2 month only after having dispute with his boss. Right now he has no energy no enthusiasm for going into another job.Due to lack of energy he not even succeeding to do a business.Right now hes very much hopeless,frustrated, dejected ,mentally broken , almost in brink of doing some thing rash, which i fear.I wanted to know from learned peoples here , is this chart is so hopeless ? does he has any chance of earning soon? will he succeed in business or service ? will he do something rash that will bring harm to his family?When will good period will come ?
He and i have consulted few astrologers , but their predictions are yet to come fruitful or most of them predicated wrong.Please give me some advice so that i can clam him down and give him hope.

Sorry to hear about your friend who is having so much trouble.
As Sujitji pointed out, if time is not correct (just by 2 mins), its lagna will change and all predictions might go wrong.
The description below is based on the time provided.
Irrespective of the time, the sade-sati and dashas will still hold good.
As per your details, he is pisces lagna and scorpio moon sign.
Few important observations:
1) Some of the positives include exalted sun which does provide some strength to your chart. Also the lagna is strong with lagnesh (Ju) sitting in his own mooltrikon sign although afflicted by saturn.
Even though it looks bad but this person have inner strength to handle difficult times. He just needs to calm down and need a genuine support from loved ones.
Now some negatives, person's moon is heavily afflicted (debilitated and afflicted by ketu). This is causing immense mental trouble and foresee things which may not be real. Debilitated moon is really fickle minded and cannot rest at one place.
