I do not know your religious background. But if you are a Hindu and a believer in God, you can:
1. Recite Vishnu Sahasranama daily with a proper sankalpa.
2. Donate green cloth, Dal etc to needy.
Mercury, the karaka for speech is in the 2nd house of speech. Karako Bhava nashaaya applies here. Sun, the Arogyakaraka and badhaka, is in mrityu bhaga and in the nakshatra of Mercury. Ketu the dasa lord, Jupiter the aspecting planet who is also the rogakaraka and Venus the next dasa lord are all in the nakshatra of Mercury.
The remedies given above are for reducing the ill effects of Mercury. Medical advise is to be simultaneously taken. The child can start talking gradually.
