This is only in Vimsottari, afaik. Not sure about other nakshatra dasas. I don't know what you mean by Sun and Moon nakshatras.

Yes,there is a nakshatra assigned to every planet,including ascendent,however,most prominent is that of moon it is called birth constellation (Janma Nakashatra).
Mokshamoon,your moon belongs to Krittika 4th division,ruled by sun.
