Career Stagnant for past few years... pls advise

Hi All,

My DOB is 01 Oct 1974, Tinsukia, Assam
Time of birth : 00:20 hrs
For the past few years I am facing stagnation in career. Even in the recent job which I joined (relocation)during May 16, I was supposed to be in higher role but due to unforeseen events had to report to my peer.( after joining because of org restructuring)
Expenditures is also running high with no savings even when Income has increased.

If any of you can help by reading my chart and advise on job progression/ change and finance. From job perspective my last promotion was in Sep 2011.
