Unfortunately these things are the prerogative of the 9 above, we just try and figure out what they are up to :)

The biggest affliction is that the danger man for this lagna, Kuja is in the lagna aspecting the 7th house and the 8th house. the 6th lord Shani the man who loves causing delays is in the Lagna aspecting the 7th house / be aware he is the 6th lord.

The 7th lord in the 12th is not a good sign in the least.

The biggest problem here is that you are going through the last leg of 7.5 of Lord Shani.

Te dasha is of Rahu and the AD is of Budha. It's my opinion that the time is ripe for marriage to take place. Marrige should take place after lord Shani leaves the lagna, since he is transiting his Natal position. expect marriage after 2011 and before 2012 December.

Mars and Saturn both aspect 7th house, delay is definite. Mars is inimical in first house to top it all it is not just a natural malefic but a great malefic for virgo lagna as it is the lord of 3 & 8th house. 7L is placed in friendly sign but falls in navamsa. Venus, karaka of marriage is placed inimically in D1 and in neutral position in D9. Sun and Moon are in parivartana so Ju gets afflicted by 12L although as it is a friendly planet, the affliction is very mild.

In current transit, Virgo is in paapkatari. Most of the Virgo people will feel stuck as if nothing is happening. Virgo lagna may also have health issues. Some relief will be seen after May 15 and things will improve after July.

Your current AD of LL should give marriage. Ra-Mer gives marriage. Ra-ke rarely gives marriage so Ra-Ve chances are high. Chances of marriage were very strong in 2009-early 2011. A proposal or relationship may have come along but for some reason did not materialize possibly around Ra-Sat to Ra-Mer.

Rahu-Venus came and is nearly over and nothing materialized wrt marriage. In fact during this time period I had a breakup. Only my job improved. Can anyone tell me why Rahu Venus did not bring marriage/relationship and when one might happen?

Rahu is very close to the Sun and causes Grahan Dosh. Sun is the nakshatra lord of Lagna,Moon and Saturn. It is also the dispositor of the 7th lord. It is also the 7th lord of Navamsa. Pl perform a Rahu shanti and perform Surya namaskar daily to facilitate marriage. The chart does not show a denial of marriage.

venus is connected to saturn in lagna chart which is 6l negating marriage
sat giving more points in 6h than 7h so strongly negating/delaying marriage
in d9 also venus in sat navansh

Rahu-Venus might generally give a physical relationship which may or may not end in marriage or Rahu-Venus gives a defining event of life especially if there is a connection between Rahu and Venus in the birth chart and both of them are strong.

@aravind,
do you mean any defining even of life or one connected to relationship? Just wondering since Venus is in the nakshatra of rahu, so they seem connected (but not sure about whether they are strong in my chart).
