Dear Almighty
Never ever a planet is dead in a chart.
Avastha of a planet matters but other things like PAC connections (Position of a planet in D-1 & other charts, Aspect from any planet & Conjunction) matters more.
Its always better to share the birth details as the chart shd be seen in totality.
