My Struggling brother and Foreign career

He was brilliant as a collage student, but has been struggling a lot in higher level education and have lost interest in the same.

he is preparing Government Job since long time with no success in hand.

Q. Does he have chance as a Government employ? or he have better future in abroad(10th lord in 12th house might have any indication) if yes when his time will come?
