I was talking to an elder today and the person said that you do not go to see an astrologer if you are having periods..is it true ?

This is one of the medieval superstitions which crept into our beliefs and had become revered. If you are feeling uncomfortable don't go. Otherwise no problem.
There is also another dictum in the Nimitta Shastra - seeing a ritumati stree (woman in her menses) is bad or ashubh nimitta (brings bad luck), it indicates yatra bhanga (i.e. spoils the good returns of a journey or enterprise).
Well I have seen lots of ritumati strees on lots of imp dates, nothing bad has happened. Now its upto you.

can i ask you again one thing...i was having a discussion with some relatives who are astrologers...since this is my new found passion, i was as usual talking about fate vs freewill...i wanted to know what they thought and how this pans out in the real life situations that they have seen in their consulting...
All of them were of the opinion that horoscope is an indication and not a certainty....and that it sets up situations which matches the karma indicated but how that end result would be is in one's hands.....and i was to a certain extent surprised...sanskrit slokas from prashna marga etal were hurled at me

When a querist, a female with that said condition or say a folk in intoxicated state and goes to Vedic astrologer.. that Vedic astrologer every right to ask the queriest the nature of body enviornment.... and if it is not aligned with Vedic principles and Dharma sastra.... he or she can be told to come afte some days for vedic astrology coumcelling
Vedic astrology is an angam of Vedas.. is the eyes of vedas.... all planets representef in vedic chart... responsibilities to them is been assigned by Lord Shiva. The said state of a female in that condition should not take part in engaging any vedic related activities. Thr adtrologer said in a correct way so as to keep vedic astrology principles, dharma sastras intact... and if that astrologer compromised the vedic astrology it will hit him/her very hard...... remember Mahabarath episode...when Draupadi was brought in that state in the courtyard... even Bheeshma did not utterd any words against Duryodhana.... only Vidura objected against bringing a female in said condition to group of males and he also said Draupadi should have told this state before when she brpught into court.... you know the story... Draupadi also has to suffer along with husbands and even Warror Bheeshma slained by his Grandson for not voicing out.... only Vidurar objected it... he did not went through the sufferings
in vedic astrology.. Dharma sastra is paramount..... this will lead astrolihers for successful predictions

Its actually a mixed bag. Some parts of a chart are indications, while some parts are dead certainty.
See one's chart depends on one's previous karma. We are born in the world when the cosmic alignment is in perfect harmony with our purva karma or past karma. Now the Shashtras mention 3 types of karma that influence a chart.
1) Dridha Karma - This is unavoidable, and absolutely dead certain. This cannot be changed by anything. DK can be both good or bad or a mix of good and bad. But the sufferings or rewards that falls under DK has to be undergone in this birth. No other way. The 3 most visible indications of DK are - when and who you are born to and who are born to you, who you marry, and finally when and where you die. Other events in life can also come under DK, but calculating whether an event is due to dridha karma or not requires a very complicated and indepth look at the chart and the varga charts.
2) Dridha-Adridha Karma - this type of Karma is partly changeable by your actions (kriyaman karma) in this birth. For exmpl - if a ruinous financial loss is indicated under this category, it can be contained to some extent. Like if you have prior warning and act cautiously, you will still take a severe beating but won't lose your shirt. Won't go bankrupt. However if you are not cautious you will be out on the street.
3) Adridha Karma - This karma can be changed in this birth by your own actions or kriyaman karma. Under this category - your life has certain trends due to purva karma, but you can change them by kriyaman karma.
Now to determine exactly under which category a certain event or predicament falls is very difficult and requires indepth study of the rashi and varga charts. But even then you can go wrong. One has to have a thorough understanding of how astrology works, just memorising the books and quoting shlokas will deliver nothing.
Beginners in astrology should not even try to determine the category of karma or touch karma vipak. This is a very advance level and even highly competent and experienced astrologers often go wrong. For me personally the success rate for determing the category of karma has been something like 35-65. 35% success, 65% failure.
However just to satisfy your curiosity here are some rules (and only some) and rough framework to determine Dridha Karma.
1st of all the condition and position of Shani and Brihaspati should be checked in a chart. Then concerned H, its L and the realation with both with Sat Jup should be checked. Then the sambandh or relation of the concerned H, its Lord, and the Lords of the 5th, 9th and 8th Hs should be checked. Also the 5th, 9th and 8th Ls from the concerned L and H should be checked.
Note the Nks carefully and see which Taras they become under the Navtara Chakra. Must check very carefully whether the Lords of the Sanghatika Tara (16th Nk from moon or Lg) or Vainashika Tara (23rd Nk from moon or Lg) is connected with the concerned H and L.
Check the condition of the concerned L and H and their relation with Sat and Jupi in the D9, D30 (trimshamsha) and D24 (nakshatramsha).
Your work will become easier if you know how to use the Sarvatobhadra Chakra.
In the end, even if you successfully determine Dridha Karma, most of the time you will have to keep shut. For instance - you can never tell a sick man that death is certain on so and so date.

All 3 are part of Prarabdha Karma.
Sanchit Karma is karma accumulated through many births. While Prarabdha Karma is that part of Sanchit Karma which will kick in this birth.
There is a technique to determine Sanchit Karma, but I don't know it yet.

this happened with people who do deva prasna btw .....that was why i was more and most surprised.....sometimes i think that rationality and a scientific bend of mind is mandatory rather than quotable quotes in sanskrit......

The true Vedic Astrologer has a yogic mind which is steady and unbiased, judging the influences of the planets but not judging the individual.
