Why only D-9 chart changed for new birthdate?

That is because the Rasi lagna changes roughly around every 2 hours while the navamsa lagna change about every 10 mins.
The D9 chart is derived from the rasi chart through a calculation.This involves dividing the signs in each house of rasi chart in 9 parts and mapping the planets into them.To understand it better, I'd suggest read up on how is D9/navamsa calculated. You'll understand it.
Similarly, other divisional charts have their own calculations and thus the lagna may or may not change in those depending on the change in time
