When can I get a pet ?

I did not know where else to post this so posting it here.
I love animals, and I had dogs growing up. Now I am abroad and feel very lonely. I am thinking of getting 2 cats as they are easier to manage. But its not easy here, to find two. I write to many people but nothing has worked out yet.
For me pets are like family members. Is this also seen by chart, that when I can have a pet?
