It's very tricky to predict which country. I am just taking a guess here based on what I know- countries or cities starting with the letters No, Se or Go in the North-West, North East Direction.

As for the timing, the best time is now- you have to try very hard for this yoga to bear fruit, you have to do it before you reach 31.

Yogas like this don't bear fruit if you don't try hard- for many people such combinations don't work because they don't keep trying. Getting a job in a foreign country is not so easy, you have keep trying one way or the other- or apply for higher studies then it can be easier for you to get a job abroad. You have a chance, but like i said previously- if yogas are present you have to activate them by appropriate karma - for that you have to try very hard. So if you are really serious about foreign residence then you must dedicate yourself in achieving your goals, otherwise these yogas just appear in the chart but never work.
