birth time rectification needed

Hi-

My boyfriend found his birth certificate but the time is not listed anywhere on
it for some reason. He only knows he was born around 12:30 PM but when I checked
the time, the ascendant changed from Virgo to Libra at 12:29 PM so I am not sure
which one is correct for him. I have seen both charts and because I am only a
novice, both make sense to me. Below are some things about him and life events:

Birth details:

2nd August 1985
Around 12:30 PM
Rochester, NY - USA
DST +1 hour (time zone should be 4 hrs west)

- He is an illustrator/graphic designer by profession and studied the same
- Graduated in 2007
- Got his current job end of December 2009 and shifted to Pennsylvania; has been
there since then.
- He has 1 sister (4 years elder to him) - married
- Both parents are still living -- is not that close with sister and dad (they
have had lot of conflicts)
- Had 3.5 year relationship which ended in October 2010
- Met me in January of this year; relationship began around March-April.
- He has a very good sense of humour, is very quick-witted, very articulate,
sometimes overthinks things
- He's not that much outgoing now but was as a child
- He began noticing symptoms of hyperthyroidism in 2005 and doctors said the
thyroid gland was swollen which was causing these symptoms. He got treatment for
that and it went away in 2006.
- He never had any sense of smell
- Has extremely bad eyesight; even with contacts/glasses it is not perfect.
- He is of medium height (5'8") and weighs around 160 lbs
- Had gained weight in 2010 but was able to lose it in 2011. He does have a
tendency to gain weight easily though.
- He gets easily distracted and will focus intently (almost obsessively) on
something for a short time and then move on to the next thing
- Had some issues with anger throughout his life but more recently has begun to
keep that under control.
- Tends to keep things inside until it builds up too much but is working on
that, as well.
- Can be immature at times
- Occasionally quite lazy, in general and w.r.t responsibilities.

Hope this is enough information. If Sanjay Rath ji or some other learned
astrologer in this forum could see his chart and pinpoint the time I would be
very grateful.

I consulted one other astrologer and she said it seems he was born in Kanya lagna.. but she did not find an exact time, just felt it was Kanya lagna. If some learned astrologer here can confirm this and please give a more exact time so I can be sure the dasa, etc is correct I would really appreciate it. Please share your thoughts. Thanks!
