Mercury fall - Pisces - Revati

Hello

As we all know, now Mercury will be transiting by Pisces which takes Uttara Bhradrapada and Revati. The traditions say that Mercury has his fall at 15º Pisces. This exact degree of the fall is in Uttara Bhradrapada and Mercury is said to rule Revati.
I'm a bit confused about this, would this means that the notion of the fall of a planet should only be applied on the nakshastra that has the exact degree rather then the solar sign?

Looking forward to hear your opinions on this matter.

Dasha ruler for Revati is mercury, not the deity. The deity for Revati is Pushan, who is the brother of Indra and one of the 12 sons of Aditi. This guy has been mentioned only a few times, Rig Veda for instance. He has no teeth.
