Time of birth needs to be rectified. In case of 11.09 asc is libra which shows good wealth. 1115 shows a number of weaknesses whiich raises doubts upon wealth, statUs. Is there a possibility of TOB to be 5 minutes earlier?

the time may not be wrong as the Gentleman is a very good astrologer himself, plus the family has a belief in astrology so i dont think they would have made a mistake in recording the time.
why I think the lagna is Scorpio,
J hora lists a Dhana yoga for a Vrischika ascendent. It states that " if Guru is in the 5th and aspects the 11th lord Budha in the 11th, for a Vrischika ascendent then the person will be very rich."
There is a powerful Raja yoga in the horoscope because four planets are in their own house, three are in a Moolatrikona,and one is in exaltation. the yoga gives the native a Kingly status and his courted by people of power.
The point is Chandra gets NBRY status and him being in the lagna amplifies any yoga which exists in the horoscope.
and finally, a Akhanda Samrajya Yoga exists in the horoscope and is powerful because it reoccurs from the moon lagna, the yoga states that if "One of the lords of the 11th, 9th or the 2nd houses are in a Kendra from Moon, while Jupiter is the lord of 2nd, 5th and aspects the 11th house then the person will have a wide kingdom and Immense wealth (Jyotisharnava Navanitam 5/30)..

A point I forgot to mention,
the man though powerful politically does not through his weight around. I feel it's because of the aspect of Guru who is in the 5th house of Intellect aspecting the lagna and Chandra, you can actually see a lot of Guru's traits in the man

he is extremely charitable and treats a minister and a man on the street in the same fashion because of a "Dan yoga", the yoga states that if The Lagna or the Lagna lord are aspected by the lord of the 9th or the 5th which in turn is in a Kendra or a Trikona, then the person is very charitable, and if not rich (not in this case ) is still in some way or another linked to charity or charity work. 9th lord in 1st house aspected by 2nd and 5th lord jupiter... relating 1st, 2nd, 5th and 9th houses.....
which produces excellent money.....
1st, 8th and 11th lords in 11th house... aspected by 2nd and 5th lord jupiter relating 1st, 2nd, 5th, 8th and 11th houses.. which is again a great wealthy combination......
sun, moon and mars are wealth producing periods for him...
