Astrologers, are there any exact conditions for neechabhanga of a debilitated planet? does this have to be in Kendra, or trine house , meaning good houses only? Or can it happen in dusthana too?

Suppose Jupiter and mars conjunct in 4th sign of Cancer, but it falls in the 6th house for Kumbha (Aquarius) ascendant whose lord is Saturn. Does deb. Mars here get Neechabhanga from exalted Jupiter?
