1: Because, the transit positions at a given instant would be identical for ALL 7.x billion population (the larger astro-bodies might shift by a degree or so if you use geotopical layout (parallax correction)). Now we know that individuals even in the same neighbourhood do not experience the same events at the same time -- so it makes sense to look at other epochs which make our fates and actions etc different from one another. In natal astrology the birth epoch represents that moment of launch (into life).

2: Dashas are based on progressions whereas transits are based on actual or apparent (visible) movements (geocentric view). Vimshottari dasha, for instance, is based on progression of natal moon (moon at birth) through 13d20m arcs (segments) of the zodiac, aka, nakshatras, but at different progressed velocities, viz., through sun's nakshatra-asterismal cluster in 6 years, but in the same dimension segment of venus in 20 yrs and so on. Functionally or operationally, common consensus seems to be to use the two (dasha-transit) in a collabortve manner. However, some claim that certain systems can do predictive work with just the transits, others utilize transits in different ways (from moon, from ascendant, from dasha lord, and utilizing moments of entry of transiting planet in a sign. There are more nunces that exist.
