Vivaha Samaha or Double Transit of Sat & Jup

Dear Learned Astrologers,

As per the book "Astrology and timing of marriage", among the various parameters 2 parameters are of:

1) Double Transit/Aspect of Jupiter & Saturn on 7th house
2) Jupiter Transit/Aspect on Vivaha Samaha

So which one is more important?

For example, 7th house is Capricorn and Vivaha Samaha is Aquarius. Considering that Vimshrotti Dasa and Chara Dasa both indicating marriage. Which time is more likely then? when 7th house/7th lord get activated by the double transit or when Vivaha Samaha gets activated by aspect of Jupiter?
