With given details TOB of 17-46 seems better suited.

1. Elder siblings:
Vimshottari dasha in retrogression: Ven-Sat
From Ven, Sat is posited in 3H and
Sat is natal 3L in D-1 as well as D-3.

2. Change of Residence in Nov-Dec 1984
Dasha: Moon-Sat
Sat is natal 4L and posited in 4H from MDL Moon

3. Engg degree

Jup MD will start on May 25, 2015 and at the time of Dasha Pravesh Jup will be exalted which is an indication of overall gud period.
Now Jup is one of the benefic planet for the Scorpio Asc. Being 2L and 5L it must give you results related to money, family (2H) and kids (5H). Since it is placed in 8H, there may be some unexpected or unfortunate events related to it.
Jup will also give results as per its dispositor Rahu who's placed in 11H in its mool trikona sign, thus there may be gain from speculations/shares.
There are malefics in 3H from Jup, which is a very gud point.

Jup's placement in 8H is considered gud and it is placed with a natural benefic Ven. From Jup, Ven is 5L/12L again confirming results related to kids. In this time period you'll be more inclined towards the deeper aspects and meaning of life.

10L Jup is in Lagna indicating that you'll get name & fame in this time period.

I do not believe in such things coz even it is true we can't verify it. Even otherwise it does not matter as you'll have to go through whatever is destined for you. So my point is that for all purposes, one shd believe that the current birth is the last birth so make all good deeds and attain all virtues.

One of the test for determining whether its you last birth or not is to check whether you're free from the vices of desires, anger, greed, attachment & ego? Its mandatory to get yourself free from these before enlightenment.

Thanks. I always wanted to be a writer/actor but now suddenly I have the urge to serve for a few years for my own discipline, health and other reasons. The urge is unreal and just came out of nowhere a few weeks back... Thanks for confirming though

Nothing happens without a reason. Over the years, I've seen that whenever something is about to happen to someone, the very first thing is that native's though process changes accordingly.
In ur D-1, D-9 & D-10 Mars is connecting Sat through aspect/conjunction. Mars-Sat combination denotes Kshtriya personality (warrior). Your Sat-Mars dasha will start from May 2016 and hence you may work for this.
