Just to share with you an individual chart who had Spica and Arcturus benefic influence and it SHOWS.
I was in the 1st batch of Honurs Year students of Computer Science in 1987. I think there was only 10+ of us. Two had 1st class honours a girl and a guy. There were only 4 of us with 2nd class Upper Honours and I was one of them.
The 1st class honours guy was very good. He was born during the period when the stellium of planets were in Capricorn with Moon in Aquarius in February 1962. He is very mathematically oriented.
But the girl.....
She had Venus in 25 degrees Tropical Libra (she was born in 1964 by the way as the guys have to do National Service of 2 years). So in Sidereal sign, her Venus puts her in early Libra where she get the influence of at least of these great stars depending whether you use Prash Trividi's defintion by Nakshatra placements of the fixed stars or the the longitude degree position through direct calculation.
She was actually way ahead of the time in understanding the subject. Even before the start of the lesson she could prattle some of the general concepts of the forthcoming chapter which the lecturer is going to teach. At the end of the chit chat with us, when asked she must have done an intense reading of the forthcoming chapter, she replied :
"Reading? No, not at all."
Most of us took a step backward when hearing this!
Through the grape vine of my fellow classmates, I learnt that her grading of her 1st class honours was way ahead of the guy. And the guy I consider him exceptionally intelligent as for those people born during February of 1962.

A Word About Saturn Entering Libra

Ok I think we should use this exact degree because Prividi's description of the constellation is based on the position of the fixed stars in ancient times, so the characteristics of Spica is tied to Chitra and the characteristics of Arcturus is tied to Swati. But over the years they precess backwads round the Zodiac cylcle.
So in the arly 60s, the starst positions were (this is for chart analysis for those born in the early 60s, so my friend has Venus conjuncting both fixed stars in her chart because her Venus is found in early sidereal Libra) :
Spica - 0 degree 10 minutes Libra (sidereal)
Arcturus - 0 degree 24 minutes Libra (sidereal)
For my chart, since I was born in 1962, both fixed stars were found in Libra in my my 4th Bhava of the Rasi chart which currently my Saturn is transitting - with such glad tidings foreseen, hopefully all good wishes can come true.
For those born in other periods, use 8 minutes precession backward for every 10 years forward in birth year from 1960 and 8 minutes precession forward for every 10 years before the birth year of 1960. Anything within the 10 year bracket do a proportionate increase or decrease accordingly.
Now currently the sidereal positions of the two stars are as follows :
Spica - 0 degree 24 minutes Libra (sidereal)
Arcturus - 0 degree 24 minutes Libra (sidreal)
Note that the above is actually based on 2010 positions and since now we are into late 2011, Spica actually has gone into Virgo about 29 degrees 58 minutes 10 seconds (every 50 seconds precession for every 1 year according to Mr. Vaughn Paul).
This means Saturn currently entering early Libra is just hitting only Arcturus if you consider transitting by sign but if you consider Saturn transitting by Nakshatra it is still hitting Spica. This means Saturn is getting the effects of Spica and Arcturus strongly NOW. Next year when Saturn retrogades back to Virgo on May 16th 2012 to August 5th 2012 (approximately to the minute), then only Spica would be felt.
Also once Saturn leaves Chitra and hits Swati, only the fixed star Arcturus would be felt because then, Saturn would have transitted completely out of Virgo AND Chitra.

So no worries. Whether Saturn retrogades back to Virgo which is still within Chitra, or Saturn is in early Libra where it is still in Chitra, or when Saturn goes into Swati but then Saturn is still in Libra and for that matter evern when Saturn enters Visaka it is still in Libra, the effects of BOTH Arcturus and Spica would be felt in your chart.
The above is for those born in the early 60s.

Readers I am so sorry. I made some error in calculating the Sidereal position of Spica and Arcturus above. My apologies.
Just remember the positions of the fixed stars in sidereal positions remain FIXED. Precession forward or backward of positions of fixed stars only if you use tropical positions.
Thus the sidereal position for the fixed stars are (whether 1962, 2010, 2011 etc.) are :
Spica - 0 degree sidereal Libra
Arcturus - 0 degree 24 minutes sidereal Libra
All else I commented on these fixed stars remain unchanged like Prash Trividi's comments that Spica is tied to Chitra and Arcturus is tied to Swati. This means if you are studying Nakshatras and not transits, then you can just take it that Spica acts within Chitra and Arcturus actus within Swati.
But longitude positions of these two fixed stars for transit analysis of planets like the current Staturn is another matter. Both Spica and Arcturus operate in tandem since they are so close together. In transit analysis, you also use the Nakshatra dimension so that now Saturn is in Chitra, Spica would be more powerful in its effects on transitting Saturn.
In the case of the natal chart analysis, both Nakshatra effects and longitudinal (orb) effects of the fixed stars again operate to produce a combined effect and you form your judgement accordingly. Like my friend her Venus is in early Libra, so by sign her Venus has both fixed star effects but Venus is placed in Chitra, so the effect of Spica is more powerful.

The concept of Spica and Arcturus being placed in early Libra also highlights how Nakshatras can have bridging effects even if we are using the Rasi chart where each Bhava is comartmentalised by Signs.
What do I mean?
Now we know that the two said fied stars above are in early Libra.
Quite aside from the fact that Chitra has Spica influence and Swati Arcturus, when Saturn is in the 1st and 2nd padas of Chitra ie. in Virgo portion, Saturn would still feel the effect of the two fixed stars because transitting Saturn and the positions of the two fixed stars all would come under the ambit of Chitra. But Saturn at such a transitting position would be totally in the 3rd Bhava. How to intepret this?
It means 3rd Bhava (for my chart as a Cancer Ascendant) would be accentuated in a person's life (Saturn is transitting there) but the person can be more relaxing in his mind because Chitra is bridging between the 3rd and 4th Bhava (Nakshatra rule Jeeva remember and Bhava rule resources and environment). And because the two fixed stars are in the 4th Bhava still also under Chitra, the person's mind gets beneficial peace and happiness (these two fixed stars bring out the goodness of the Bhava where it is placed natally).
Similarly when transitting Saturn is in Libra in the Chitra portion, 4th house matters accentuate (because transitting Saturn is in the 4th Bhava) but because of Chitra's bridging influence, the person's mind would be recollecting and going through his past 3rd house incidents like initiatives and active actions in getting the job done (3rd is the 6th to the 10th) pertaining to his career that has passed through his life (in a relaxing mood of course in his comfortable abode). Again notice Nakshatra Chitra brings in the Jeeva aspect of the previous 3rd Bhava and the 4th Bhava provides the environment and resources (the other way round from the previous paragraph). And because now Saturn is nearthe fixed stars both by Nakshatra (Chitra) and by sign (Libra), the fixed stars influnece would peak. Nevertheless because Chitra has been assigned to Spica by the ancient lore, Spica's influence has a slight edge over Chitra in its effects.
So in a way you can consider that transits or even natal analysis (the analysis is similar to that of transits) has THREE DIMENSIONS in it if you consider :
(1) Inherent characteristics of the Nakshatras.
(2) The transitting planet position as well as this and the other natal planets' poistions PLUS the fixed stars postion in terms of SIGN.
(3) The transitting planet position as well as this and the other natal planets' positons PLUS the fixed stars position in terms of NAKSHATRA.
Note that (1) and (3) are not the same. Spica may be tied to Chitra and Arcturus may be tied to Swati in terms of (1) but according to (3) both fixed stars are placed in the Libra portion of Chitra.

Can i have your interpretation comments about the Saturn affect / effect in my chart .....reason being in my home myself in Sani MD with Sade Sati / Father Sade Sati - Aqu ASC - Thula Rasi - Swati Nakshatara / Mother Sade Sati Virchika Rasi - Anuradha Nakshatara / Wife - Thula ASC - Thula Rasi - Visakam Nakshatara.....Optimistically will this be a boom / boon for my family or pessimistic will there be any material or physical loss......

Now see what happen to the EEC. It exemplies Saturn placed one sign before Rahu. And it is regardless of Rahu weak by sign placement in Scorpio and Saturn strong in sign placement in Libra. Which actually validates my theory that where transits showing world events are concerned, the relative positions of planets are more important than the signs where the planets are placed.
The EEC has decided to dissolve the strict camarederie of the EEC in the sense that existing memebers who do not confirm to the requirements of the EEC for membership, can be taken out. So firstly the rules of the EEC are change. And secondly the rules are more fluid in the sense that no hard and fast rules that members once a member in EEC, means that their membership is secure.
Saturn denotes stength and is placed 12th to Rahu denoting confinement not to anyone's benefits. Thus the change in policy. 12th to Saturn denotes loss which also stands for dissolving of structure by the fact that 12th to Saturn is 12th to 1st of Saturn denoting powerful structures. But this position is 11th to Rahu denoting gains.
So if members continue with the existing structure of the EEC, more losses would be suffered. On the other hand, if some change in policy is implemented, more gains would be obtained all round (11th to Rahu also denotes gains spread around because of Rahu's governance of all things foreign).

Jupiter the planet representing expansion of the economy comes under the influence of the 6th to Rahu. Now we know 6th to Rahu denotes fraud or structures which have outlived their usefulness - that is why fraudulent practices are always found out. It cannot carry on forever.
Jupiter is the planet of morality.
Thus this change of the EEC structure is to ensure a better European econmy for everyone, to cure the misshappen structure of the EEC. The expansion is not a pure expansion per se ie. to fuel higher buygers' spending and demand.

hello Khoo,
could you please look at my birth chart as I suffered a medical condition on 26th Nov 2011.
I suffered a fall and have a minor fracture in my left foot. I fell on 26th Nov 2011(Saturday) between 10:25pm-10:50pm IST.its a minor fracture but plaster has been applied and bed rest for 4-6 weeks approx.
I wanted to know that whether it is related to the transition of Saturn in Libra on Nov 15?
I am worried
