Moon is debilated, has malefic influence in D9, which makes the person endurant, devoted
to religion and gives concentrated efforts towards spirituality. Such a person has inbuilt devotion to religion.
There is is some lust left as Venus has no malefic influence in D9, so there is some possibility
for her to be in the materialistic world.

Incidentally, Moon/Chandra... the 2nd lord of Family Expansion being adrift in the middle of nowhere, with very little support on either side of the flanks has also had some influence on she being a bit of a loner, with very few friends and limited social life. She has a bit of an oscillating and indecisive mind, that often seems to run wild with imagination. This aspect has also contributed to the delay.
The native is currently in the midst of Rahu Maha-Dasha, who is posited in the Lunar Constellation of Purvashada Nakshatra, ruled by a Vakra or Retrograde Venus/Shukra.
