what would be the effect of this conjunction ( Rahu * Mercury * Venus * Moon) happening in 6th house of Libra ascendant

Venus - Exalted and Debilitated in - 16 Degree U Bhadrapada 4th Pada
Mercury - Debilitated - 4 degree in U Bhadrapada Nakshatra 1st Pada
Moon - 24 degree in Revati nakshatra 3rd pada
Rahu - 3 Degree in P Bhadrapada Nakshatra 4th Pada

ALSO, this conjunction is aspected by Ketu (3rd Degree U. Phalguni 2nd Pada) from 12th House.

Will this be considered as Neech Bhang Yoga or Double Neech Yoga??

To get a clear picture birth data is required.

Venus in Pisces is exalted would give good results with stress.
Mercury in Pisces is debilitated is a weak planet

I don't follow cancellation concept in my practice.

However i am not sure what would be overall effect of VENUS as it is Exalted and Retrograde.

My friend son's birth details are as follow:
2nd march 2025 @ 10.28 PM in Mumbai. He is libra rising and 4 planetary conjunction is happening in 6th house wherein:

Venus - Exalted and Debilitated in - 16 Degree U Bhadrapada 4th Pada
Mercury - Debilitated - 4 degree in U Bhadrapada Nakshatra 1st Pada

The child is not even one month old. Why are you worried about neechabhanga now. You should be worried about Moon in the 6th house with Rahu leading to balarishta. Perform a shanti for Revati nakshara (Lord is Mercury who is the dasa lord also).

Children's charts are generally not analyzed for anything other than balarishta till they are 12 years old.

For your curiosity, there is neechabhanga for Mercury. The exalted retrograde Venus can't be considered as debilitated according to me though some astrologers resort to such interpretation.

Ascendent or Udaya Lagna is hounded by low-profile miscreants Maandi and Gulika. Lagna Lord Venus/Shukra (although placed in his Uccha-Sthana or sign of exaltation) is neither happy nor comfortable being placed in the 6th house and can be detrimental to related significance.

As called out, Moon/Chandra being placed in the 6th house and conjunct Rahu calls for validation of Balarishta. Further, Moon/Chandra is posited in the Lunar Constellation of Revathi Nakshatra, ruled by Mercury/Budha. So, the child has started his life in the midst of Mercury/Budha Maha-Dasha... who is placed too close to Rahu for comfort. And, Naisargika Aarogya Karaka or natural signifier of health Sun/Ravi has below par Vimsopaka Bala in Dasha Varga seems to be an indication of weak constitution.
