Will I be able to move abroad?

Currently a student of m.sc psychology.
I want to pursue my Ph.d in a good university abroad. But I have to save up for my Ph.D. I am still looking for a job. Plus I have a 4 year Gap in my career as I was preparing for civil services.

And my parents don't want me to study aylny further and want me to tell down.
It's fair enough as they have been funding my full time education till date. I don't want to burden them financially anymore. But want to move as it's my aim as a first generation learner to achieve that highest degree.
But It would take atleast 5 years for me to save up and tie all the strings together to get there.
