Given birth-details seem to place Ascendent or Udaya Lagan at the extreme edge of Capricorn or Makara Rashi, changing in less than 75 seconds. In other words, it is in a Cusp/Sandhi while being caught in transition. So, it would make sense to consider validation (and if need be rectification) of your birth-time.
For the records, Venus/Shukra is neither in 7th House nor 7th Bhava, unless your birth-time is a bit later than stated. In any case, you are in the midst of Jupiter/Guru-dev's Maha-Dasha (as per Vimsottari Dasha System). Jupiter/Guru-dev will be a functional malefic for the birth-chart, If the given birth-time is accurate.
