Why is Saturn in ashwini considered debilitated? What exactly are the effects? What are the positive aspects of it?

saturn deb is good as maliefics should not be strong as it will create lots of delays and hurdles
but the house owned by sat will suffer unless there is benefic aspect

Let us suppose it is in the third house which is malefic itself already, does it do better there? Because i do not think i have experienced negative effects of saturn. Delay only happens for a reason but it does not stop a thing from happening, why is delay considered bad?

3rd house is hidden house so sani there is ok. he will not have that much power to give his ill effects
