Is their a chance of Billionar / Millionar

i wanted to know if their is a chance with this profile to be a billionaire or millionaire or he will be just another average joe? If he does have good earning capacity to reaching the top , appox what time period it will start from ?

"How much do you think will the person earning capabilities will be according to the charts good , bad or ugly ?
or will be earn to start with? as far as i recall he told me hes jobless till now and very depressed ". I am waiting for an eager reply!

Rathore Ji, I don't know the logic, but I completely believe in Astrology that it has every answer. I don't know, some people who claims that they're Astrologers, they say that Astrology is never meant to predict!. I don't believe in them! though I don't have any logic. But why does Paraashara or great Rishi's write all these compendium! They're self realized souls, they'll do only for a purpose! My belief is purely a blunt belief since it doesn't have any logic!. I've some intuitive explanation though! It's as follows: I believe Wisdom is beyond logic! as Astrology came through wisdom. Astrology is beyond Logic! Indeed we need logic while discriminating, I never deny this. If you ask me how, I'd say it's my belief & this belief came to me via God's (Guru's) grace, I'd say! But I also say that none should believe me! you should investigate it yourself! Even I'll also do it till it satisfy my senses(this seems paradoxical! ).
I believe in Karma. One will get or experience one's intellect only based on his Past Karma. There's no Probability!
Let's say I couldn't perceive the way you do, it means I might still be back at you. Since I might've done Karma's which are less than your's, that's why I couldn't perceive the way you do, it could also mean your perception may be in a wrong direction!
Aadi Shankaraachaarya says: तत्तु अनिर्वचनीयम् अनुभवैकवेति!
It means, not everything can be explainable, one needs to experience it!
