First of all, I am sorry if this topic doesn't suit this forum/section.
It is sort of meta-astrological question.
We all know that a being takes birth at a given time and place so as to have a specific planetary configuration in his chart based on his previous life's karma. So lets say, some soul who's supposed to take birth has certain karma, based on which he should be taking birth when Saturn is in Pisces. But currently (transit) Saturn is in Aries. It will take at least approximately 30 years before that Saturn can enter Pisces. So does it mean the soul is just made to "wait" before this happens? It seems to be the natural implication, but I just thought of asking. Though Vedic Astrology doesn't take into account planets like Pluto, but if we consider that then it could be more than 200 years.

A soul doesn't reincarnates itself until planets allow it to do so. A man takes birth only at a time when planets are aligned in a way that corresponds to his past life karma. If the man desires to and works towards achieving moksha in his lifetime, he is liberated of this cycle of birth and death and kalchakra.
