For Foreign travel/Settlement house 3,9,12 should come into act in Dasha/Antardasha, Similarly involvement of house 4 & 11 brings native back to homeland at same time.
In this case, native is running Venus-Venus period and Venus is lord of 3rd/8th house in chart, placed in Constellation of Rahu and in Moon's Sub. Rahu in Cancer but goes to 4th bhava. Rahu here will give results of Moon and Mars, while Moon is strong significator of 5th house, Mars is significator of 2,5,9. Hence, 3,9 are getting connected here with involvement of 4th.
12th lord Saturn in transit in 9th house till January 2017, Native may travel abroad during this year but settlement may not be promised.
